I’d suggest the easiest way is to upload it to a service like YouTube or Vimeo and then use the embed code inside an HTML stack.

You can embed mp4 files using simple html code using the <video> element.
If you’re using Stacks you can better style it the way you like, but as Rob says YouTube and Vimeo do a fine job that visitors find familiar.
