just dropped a video straight into Elements, set show controls, nothing else on the page
Works in safari but not in chrome
I’m not sure I follow (sorry), I can see controls in all the browsers you try 
What is the issue?
In chrome the Picture in Picture is not showing or the full screen, the two controls top left
As far as I know, that is a limitation of Chrome (i.e. it doesn’t support the macOS feature), so nothing to do with Elements and not something we can fix
