Smart publishing: ought it to be smarter?

I love smart publishing — but the thing with RW7 is that you can see which files are being uploaded while publishing is in progress. This is what I do not understand: if I make a small change on a page (say a spelling change to a word), I would expect the html file to be marked as changed and to be the only file that needed to be uploaded. But RW regularly uploads every file associated with that page – all the image files, any embedded pdfs, to say nothing of css and js files as well. Most if not all of these files have definitely not changed, so why do they need to be re-uploaded?
