Why is my client getting this type of rendering in I.E.?

One and the only one of my clients is complaint about my website showing up weird, I am using the reason theme and the menus are on the top, but for her they are over lapping as she states on a surface and 2 other laptops? I.E. they are like on the side with the webpage on the screen, like the menu page is over lapping the other page…

I wish i could post a picture of it here is there a way to do that?

Is she using IE8 or earlier? If so, she is asking for trouble. Why not post a link?

One machine was a Surface, so not sure it that was 8?

I agree it seems to be an old type browser, i read an older surface maybe does windows RT, not sure, but not sure what browser it uses, maybe they did not upgrade the browser, never had any complaints till now…
