I’m pleased that you were finally able to sort this out. Support from the hosting company does tend to vary and it’s easy for them to say ‘It’s not us’ and they can close the case and add another tick to their success board.
The support that my hosting company provides is outstanding, even when it is me that’s done something silly
@freeman57 You may need to tweak your publishing settings. Perhaps useful to share a screenshot of how they are set up. There also might be a problem with your hosting company. Let us know who you use. Here’s some other info that would be useful:
are you having problems only uploading PDFs? what size are they?
you write “I have tried remaking the files (PDF files)”: I have no idea what this means. Were they originally images? Something else?
for some folks the best solution for something like this is to manually put these addtional files on their hosting area using an FTP app like Transmit (paid) or Filezilla (free). In fact it might be useful to try to use Filezilla and see if you also have problems with it logging into your hosted area
Put simply, you are not providing enough concrete infor for us to help you.
Finally you say you upgraded to 8.3. But upgraded from what? 8.1? 7.6? And latest version is 8.4.1

For future reference it would be best to start a new thread as Mia’s problem was resolved and sounds to be completely different than the issue you are having.
If sounds like you are having an issue with one file? A PDF? What makes you think it’s the one file that’s causing the problem?
Publishing issues can be quite different from one situation to another. Unfortunately a lot of different problems produce the same generic “couldn’t upload to your FTP server.” message.
As @Mathew points out, In order for people here on the forum to help you out, we’ll need a bunch more information.
