Well since RapidCart Pro just randomly stopped displaying, I’m rushing to rebuild my store.
I’m looking at buying the Cart 2 stack by @yuzool, and I can’t tell whether or not I can apply taxes. Can anyone who owns Cart 2 answer this for me?

At the moment no… it only takes shipping.
But you could add it in the PayPal settings and it would be applied on the checkout page (but not for Stripe payment integration)
