Looking at Joe Workman’s Foundation bundles of stacks … Some pages say Stacks 3 is required to use the Foundation theme, others say Joe’s Foundation bundle is all you need. Do I need Stacks 3 in addition to Joe’s bundles, or do his incorporate the same functionality?
Yes. Foundation is a stack (as well as a special RW theme). So you’ll need Stacks to use it.
