In building a new site from scratch, but neglecting to set metatags at the start, I have just discovered that it’s no longer necessary to do so before adding new pages - as it was in RW5.

Our pleasure. It was one of my bug-bears. The ability to declare site-wide metatags (instead of a template for new pages) was a natural evolution
