And yet further investigation, I discovered that the gibberish that I typed was placed in the spot for a web address on the general settings page. So you have to have something in that box to get it to publish period. Even if you don’t yet have a web address to publish it to. Interesting?
These are actually two different settings. I believe RW does require the Web Address in your second image, which is in Settings > General. It seems to want to make an absolute link for the Logo and Site Title, and maybe for other stuff like Resources links. Hopefully others will correct me if i’m wrong about that.

Yeah I realize that now, I had never made the connection that the error was for the general settings page and not the publishing setup. I learn a little more every day.
