I´m looking for a form where after answering the form people either recieve a mail with an attachment file (pdf) or they either start downloading the file after sending the form.

Maybe I’m mistaken, but I think that you need some kind of specialized script to accomplish all those functions together. But I’m sure there are others who are more familiar with the task at hand and they will give you a better answer…
You can attach files to receipt emails with yabdabs formsnap or formloom.
